What CG tools you get really depends on your budget. These things range
from free (!!) to hundreds and hundreds of dollars T_T.

Open Canvas 1.1
I'm listing this first, because it's a CG program that's actually not too
bad...and it's a small, freeware download O_O! If you want to do CG,
but have no money to buy the bigger programs, I recommend you give
it a try ^_^!
I have it up (450kb) for download here

Wacom Tablet
Yes, it's....the amazing tablet!! It...it's glowing...*_*! *faints*
A tablet is a pen and pad tool that replaces a mouse on your computer.
It's pressure sensitive and a whole lot easier to draw and color with than
a mouse! I definitely recommend the Wacom brand Graphire (~$90-$100)
or Intuos ($200 & up). Yes, it's expensive. But they also come packed
with Photoshop and Painter (Lite editions)! Definitely worth saving up for.
If you can only buy one thing for CG, I'd recommend this. (Found in most
computer stores, Sam's Club, & Best Buy)
Oooh, I must mention, though! A tablet pen is not the same as
a regular pencil or pen! It's a whole lot easier than a mouse, and the
pressure sensitivity is wonderful...but I've known quite a few people
who expected too much and were dissapointed after getting one T_T.
It takes time to get used to one, and your art will not magically become
god-like once you get it (if it wasn't before, anyways XD).

Corel Painter
My all-time favorite CG program (I use version 7.0)! Amazing brushes that recreate
traditional media very well...along with all sorts of other options XD.
Couple this with a Wacom Tablet, and it's heaven *_*. Downside ::
$200 price tag. But if you buy the Wacom tablet, it comes packaged
with a smaller version of Painter ^_^!

Adobe Photoshop
This is the CG tool that it seems everyone has, and every tutorial is written using XD.
It's a good program, but I never really got into using it (I use version 5.0 ...yes, the
old OLD version ^_^;). ~$600 (A mini version comes with a Wacom tablet purchase, though)

Open Canvas 4
A nice CG program for a whole lot cheaper than Painter or Photoshop. It's a lot like
a miniture version of Painter, I think.
You can buy (~$70) / download it from
portalgraphics.net.
I'd still recommend getting the Wacom tablet along with the included copies of Painter
and Photoshop instead, though.

This one is about your computer monitor. Since you draw by looking at the monitor,
the monitor is a very important, and often overlooked, part of you CGing
equipment O_O! Try not to draw with old monitors that display warped colors (not
so much a problem nowadays with the newer, better monitors).
Otherwise, your pictures will come out with warped colors, too =_=".
Also, a higher screen resolution means that your pictures will fit more easily
on your screen, which equals easier CGing ^_^!

A good scanner is another essential tool...not only for CGing, but if you
want to get your artwork on the computer / online at all~! Another tool to
save up for T_T.

Micrografx Picture Publisher
I'm putting this last 'cause it's no longer being sold ^_^;;. PP is a CGing
program that I use. You'll find it mentioned here and there on my site /
tutorials. Don't go looking for it, though, since it's hard to find T_T. Which
is a shame 'cause it really was a great, cheap, program. *sighs*
